November 2020 was a very active month for Canada Immigration. GLPO provided updates via Google, LinkedIn, Facebook, Twitter, YouTube and Instagram on numerous Canadian Immigration matters including:

LATEST PNP INVITATION UPDATES
Saskatchewan issued 511 invitations under SINP. Invited candidates are asked to create an Expression of Interest (EOI) profile within SINP. Out of 511 Invitations, 214 Express Entry Candidates with EOI Score were selected. This is the provincial requirement and not CRS score. Invited candidates had Educational Credential Assessment and Work Experience in one of the 56 Occupations. Similarly, other 337 Candidates who were invited under the Occupations-In-Demand subcategory are also asked to complete their Educational Credential Assessments. The SINP uses the EOI system to select candidates that have the most potential to succeed in their regional labor market.
Similarly, Manitoba has invited 196 to apply for Manitoba Provincial Nominee Program (MPNP) on November 19, 2020. Invitations or Letters of Advice to Apply (LAAs) and Expression of Interest (EOI) scores were issued to – note, out of 196 LAAs, 40 were issued to Express Entry Candidates as well:
1) Skilled workers in Manitoba- 144 LAAs with an EOI Score of 526;
2) Skilled Workers Overseas- 22 LAAs and an EOI Score of 769; and
3) International Education Stream- 30 LAAs and no EOI Score requirement.
CANADA SENDS OUT 5000 INVITATIONS
Canada extends another 5,000 Invitations to EE Candidates with a Minimum CRS of 472 for a total of 92,350 ITAs issued this year.
Ontario invited 443 EE Candidates in the new PNP draw with a CRS requirement between 469 and 477. They have also specified the need for a minimum work experience in 9 targeted occupations. Candidates may also be eligible for Ontario’s Human Capital Priorities Stream wherein the minimum eligibility requirement being at least 1 year of full-time experience in last 5 years either in Canada or abroad.
British Columbia (BC PNP) invited 76 Immigration Candidates for its tech draw through Express Entry BC and Skilled Streams including Entry-Level and Semi-Skilled subcategories through BC PNP Tech Pilot program. Minimum requirement is for candidates to have job offers in their eligible Tech occupation.
CANADA TO COME UP WITH NEW IMMIGRATION ROADS FOR TEMPORARY RESIDENTS
Canada announced that it will welcome over 400,000 immigrants per year over the next three years. To achieve their goal, Canada plans to offer more Permanent Residence (PR) opportunities to foreign nationals already in the country.
Canada’s Immigration Minister said that providing new pathways to PR for international students and temporary foreign workers who are already in the country, can help alleviate the lower immigration levels due to the COVID-19 Pandemic. Decline in Canada’s immigration levels has slowed down population growth, labor pool and therefore economic growth.
Although they have not released any details, pathways under consideration may include one or more of the following:
1) Launching new federal pilot programs;
2) Modifying the Express Entry’s CRS to provide more points for Canada experience;
3) Extending the length of work permit durations to give candidates more time to gain Canada work experience
CANADA’S LATEST EXPRESS ENTRY DRAW SENDS OUT 4,500 ITAs
Canada sends out another 4,500 Invitations to the Express Entry Candidates with a Minimum CRS Score of 478. Candidates with French proficiency will be eligible for additional 25 CRS points and bi-lingual candidates will get 50 additional points for their language skills.
Province of Saskatchewan held it’s draw wherein 534 invitations were sent out to Express Entry and Occupation In-Demand Candidates. Candidates are expected to create an Express Entry profile and can apply for SINP (Saskatchewan Immigration Nominee Program). The eligibility criteria to apply for SINP is a minimum of 10 years of work experience and Canadian Language Bench Mark (CLB) score of 8 or higher. Express entry candidates who receives a provincial nomination from the province of Saskatchewan will be given an additional 600 points towards their CRS.
The new draw brings the total number of ITAs issued in 2020 to 87,350. This year’s CRS requirement was over 470 across all program draws. Canada is aiming to bring about 400,000 new Immigrants every year until 2023 out of which about 100,000 are being issued to Immigrants through various Express Entry Programs.
QUEBEC’S IMMIGRATION TARGETS FOR 2021
For 2020, Quebec so far has only able to admit 30,500 immigrants instead of 44,500. For 2021, Quebec is planning to welcome 44,500 to 47,500 immigrants, through their PNP in line with IRCC’s plan for 2021-2023. Quebec will target 62 percent of Permanent Resident applications through Economic Immigration.
Quebec has set a target of 27,500 to 29,300 for its Economic Immigration Programs including: a maximum of 24,200 for skilled workers, 4,300 for Business Immigration programs (Quebec Entrepreneur Program and Self-Employed Worker Program). 800 more applicants will be welcomed from other categories such as Live-In Care givers and others and another 10,200 through Family Sponsorship, Refugee and other Immigration Programs. All those selected in the Quebec Provincial Draw will receive a Quebec Selection Certificate which can be used to apply for Federal Government’s Permanent Resident applications. Quebec has planned to issue about 26,500 to 31,200 Quebec Selection Certificates in 2021.
CANADA TO INVITE OVER 400,000 IMMIGRANTS PER YEAR FROM 2021 TO 2023
Canada has rolled out their Immigration plans for 2021-2023 with an aim to welcome about 400,000 Permanent Residents’ applicants per year. Canada has set a target of about 401,000 immigrants for 2021, another 411,000 in 2022 and 421,000 in 2023. Canada will be targeting applicants from Economic Class programs including Express Entry and Provincial Nominee Program and immigrants from Economic, Family, Refugee, Humanitarian and Compassionate grounds.
Canada had an aim to welcome over 1 million Permanent Residents between 2020 and 2022. But due to Covid-19 Pandemic, they are likely to fall short of their target of 341,000 set for the year 2020. However, Express Entry draws and Provincial Nomination Program draws remain strong. Due to COVID-19, Canada saw a drop in number of Permanent Residents for 2020 as many approved applicants were unable to travel. The new plan is intended to compensate for the 2020 shortfall.
FRENCH SPEAKING CANDIDATES WILL NOW GET YOU MORE POINTS!
Express Entry Candidates with a proficiency in French or bilingual will now get more CRS points under Express Entry system. They will be awarded an additional 25 points for their language skills from earlier par of 15 and bilingual candidates will now get 50 additional points from earlier level of 30.
Canada aims to admit 4.4 more French speaking applicants outside of Quebec by 2023 from current 2.82 percent. The province of Quebec has its own immigration system that targets French-speaking immigrants. IRCC has so far held about 82,150 ITAs for the year 2020. The number of French-speakers invited to apply for permanent residence reached 5.6% in 2019 up from 4.5% in 2018.
With an aim to support and develop the Francophone minorities in Canada, IRCC is investing about $40.8 million over five years. More than 60,000 French-speaking immigrants came to Canada between 2003 and 2019. In 2019, that number was 8,645 new French-speakers alone.
